The obligation
Risk management programmes must identify risk factors, justify critical control points, set out all limits, and include corrective action procedures.
When identifying risk factors, the operator must consider all relevant sources and include sufficient evidence in the programme that they have been identified and considered. For significant hazards, the programme must give reasons for its critical control points and critical limits. The programme must set out all relevant regulatory and operator-defined limits and the actions to take when a limit is not met, and the operator must retain information justifying each operator-defined limit.
