The obligation
Mine manager must ensure surveys and location plans are only carried out by holders of an authorised mine surveyor's certificate (reg 3.51).
Under the Mines Safety and Inspection Regulations 1995 (reg 3.51), the manager of a mine must ensure that no person is engaged to carry out a survey or prepare a location plan unless that person holds an authorised mine surveyor's certificate. Breach attracts the penalty specified in regulation 17.1. The Mines Survey Code of Practice elaborates on this duty and specifies that the mine plan must be certified and signed by the authorised mine surveyor.
