The obligation
The Code requires PCBUs to apply a hierarchy of fall controls: first eliminate the risk (work at ground level), then use fall prevention devices, then work positioning systems, and lastly fall arrest systems.
PCBUs must work through the hierarchy before resorting to less protective controls. Fall prevention devices (e.g. guardrails) are preferred over work positioning systems (e.g. travel-restraint), which are preferred over fall arrest systems (e.g. harness and lanyard). The Code details minimum standards for each control type, inspection, maintenance, and rescue planning requirements.
