The obligation
Before commencing removal, the PCBU must prepare an asbestos removal control plan that identifies hazards, control measures, PPE, air monitoring, and emergency procedures.
The Code requires a written asbestos removal control plan before work starts. The plan must address: identification and assessment of the ACM; control measures (e.g. wet methods, enclosure); PPE requirements; air monitoring strategy; decontamination procedures; emergency response; and waste disposal. The plan must be available at the workplace and reviewed if circumstances change.
