The obligation
Ground movement risks are best managed by applying the hierarchy of controls, with the key ground control elements captured in a ground control management plan (GCMP).
The results of the risk assessment are recorded in a hazard and risk register. Higher order controls reduce exposure to hazards more effectively than lower order controls, and personal protective equipment is generally not enough to mitigate serious incidents such as rock falls. Integral elements are safe design, correct design implementation with ongoing performance monitoring and review, and communication, training and supervision.
