The obligation
The principal contractor must ensure, so far as is reasonably practicable, that risks from essential services at the workplace are managed using the Code's risk management process.
Construction work on or near pressurised gas distribution mains or piping, chemical, fuel or refrigerant lines, or energised electrical installations is high risk construction work, and a SWMS must be prepared before it commences. Service lines not required for demolition should be shut off, capped or otherwise controlled at or outside the building line before demolition starts, with the utility agency notified in advance.
