The obligation
PCBUs must eliminate or minimise the risk of falls so far as is reasonably practicable, applying the hierarchy of controls: solid construction, safe access/egress, then fall prevention, work positioning or fall arrest systems.
Under the Code (approved under s274 WHS Act 2012 (Tas)), a PCBU must ensure work involving a risk of a fall is carried out on the ground or solid construction where reasonably practicable. Where this is not practicable, safe means of access and egress must be provided. Residual fall risks must be minimised using: (1) a fall prevention device, (2) a work positioning system, or (3) a fall arrest system, in that order of preference.
