The obligation
The Code differentiates labelling obligations across the supply chain — manufacturers and importers bear primary duties; suppliers must not supply without a compliant label; users must maintain labels and not remove/alter them.
The Code distinguishes between PCBUs who manufacture or import (primary duty to create and apply a compliant label), those who supply (must not supply an unlabelled or non-compliant chemical, and must maintain labels), and those who use hazardous chemicals at the workplace (must not deface, remove or alter a label without substituting compliant labelling).
