The obligation
PCBUs must apply a four-step risk management process: identify hazards, assess risks, implement controls, review. Consultation with workers is required at each step.
The code requires PCBUs to: (1) identify psychosocial hazards; (2) assess the risk they create (considering frequency, duration, severity and multiplier effects of combined hazards); (3) implement control measures, applying the hierarchy of controls (mandatory in SA under WHS Reg clause 36); and (4) review controls to ensure effectiveness. Workers and their representatives must be consulted throughout. Complaints data, workplace observations, and surveys are flagged as identification tools.
