The obligation
A business with management or control of a workplace must ensure, so far as reasonably practicable, the workplace and its entry and exit are without risks to any person.
Section 20 covers a person conducting a business or undertaking to the extent the business involves the management or control of the workplace, in whole or in part. It does not include the occupier of a residence, unless the residence is occupied for the purposes of the business or undertaking, or a prescribed person. The duty covers the workplace, the means of entering and exiting it, and anything arising from the workplace.
