The obligation
A PCBU must eliminate risks from spray painting or powder coating, or where that is not reasonably practicable, minimise them so far as reasonably practicable.
Several kinds of duty holder help manage these risks: PCBUs, officers, and the designers, manufacturers, importers, suppliers and installers of plant, substances or structures. Under section 19 of the WHS Act, the PCBU's primary duty of care is to eliminate the risks, and where elimination is not reasonably practicable, to reduce them as far as reasonably practicable. Workers and other people at the workplace have duties too, including taking reasonable care for their own health and safety.
