Dive operators must supervise divers and snorkellers in open water and conduct risk assessments for all recreational diving, technical diving, and snorkelling activities.
The Code of Practice 2024 (ss 2.2–2.2.2) requires dive operators to provide adequate supervision of all participants in open water and to conduct documented risk assessments before activities. Risk assessments must consider the nature of the dive, participant competency, environmental conditions, and emergency response capability. These requirements align with the duty-of-care obligations in the SRWA Act s 16 and the SRWA Regulation 2024.
