Where conditions are less than ideal, operators may need to increase supervision, which may mean adding lookouts and reducing group sizes for divers. If unfavourable weather is expected the next day, operators should consider rostering additional staff to provide a greater level of supervision. Lookouts should be able to distinguish between an unconscious snorkeller and a person actively snorkelling, and this should form part of the lookout induction.
