The obligation
The Code sets out a four-step risk management process: identify hazards, assess risks if necessary, control risks and review control measures.
PCBUs must do whatever is reasonably practicable to eliminate or minimise health and safety risks arising from their business or undertaking. A formal risk assessment may be unnecessary where a hazard has a known risk and well-established controls; those controls can be implemented without one. Controlling risks means implementing the most effective control measure that is reasonably practicable and ensuring it remains effective over time.
