The obligation
PCBUs must eliminate exposure to airborne asbestos so far as is reasonably practicable, otherwise minimise it, and ensure the asbestos exposure standard is not exceeded.
If eliminating a risk is not reasonably practicable, the most effective reasonably practicable controls must be implemented under the hierarchy of control measures and kept effective over time. Control measures should be reviewed to ensure they are working as planned. Any control should make workers aware of asbestos and prevent work that might expose them or others to airborne asbestos, with particular attention to inaccessible areas in the register such as wall cavities and ceiling spaces.
