The obligation
A SWMS is required for high risk construction work, and the Code says a SWMS must be prepared for excavation work involving underground services.
The SWMS must identify the type of high risk construction work, specify the hazards and risks, and describe how risks will be controlled and how controls will be implemented, monitored and reviewed. It must be developed in consultation with workers and their representatives carrying out the work. If the work is not carried out in accordance with the SWMS, the PCBU must ensure it is stopped immediately or as soon as it is safe, and resumed only in accordance with the statement.
