The obligation
Operators must prepare and carry out a post-resource-tenure continuation program (PRCP) for regulated rehabilitation activities; PRCP objectives must be met by 1 October 2029.
The Environmental Protection (Rehabilitation Reform) Amendment Regulation 2019 introduced PRCP requirements into the EP Regulation 2019. A PRCP sets out how an operator will carry out rehabilitation after resource tenure expires. Operators are required to carry out PRCP objectives, with the regulation itself expiring on 1 October 2029 — creating a hard compliance horizon. Applies to holders of resource activities in Queensland.
