The obligation
Workers may request the establishment of work groups and election of HSRs; PCBUs must facilitate this and cannot unreasonably refuse HSC requests.
The Code provides guidance on forming work groups and electing health and safety representatives (HSRs), who represent workers in WHS consultations. It also covers the establishment and operation of health and safety committees (HSCs). PCBUs must not hinder or prevent workers from exercising these rights. The Code explains HSR powers, including issuing Provisional Improvement Notices (PINs) and directing unsafe work to cease.
