The obligation
Where two or more PCBUs share a duty for the same workers or workplace, they must consult, cooperate and coordinate activities to discharge their WHS obligations.
When multiple PCBUs share WHS duties — for example, at a multi-employer worksite, during construction, or in host/labour-hire arrangements — each must consult with the others, cooperate in meeting those duties, and coordinate their activities. The Code sets out how to identify shared duties, establish consultation arrangements, and ensure agreed controls are implemented by all relevant parties. Failure to coordinate does not reduce each PCBU's individual obligation.
