The obligation
PCBUs must prepare a SWMS before high risk construction work (including demolition) commences under the NT WHS Regulations.
Before any high risk construction work commences, the PCBU with management or control must prepare — or ensure preparation of — a Safe Work Method Statement (SWMS). For demolition work, this includes identifying hazards, assessing risks, and specifying risk controls. The SWMS must be followed during work and updated if conditions change. Failure to comply can result in enforcement action under the WHS Act.
