The obligation
The EPA prepares draft protection of the environment policies and consults on them, and the Governor may make a policy on the Minister's recommendation.
If the EPA prepares a draft policy, it must also prepare an impact statement. Before making a policy, the EPA must publish a notice on its website inviting submissions for at least 3 months. The EPA must consider the impact statement and submissions and may alter the draft. A special procedure may apply where the Minister directs, such as to implement a national environment protection measure.
