The obligation
The Code sets safe work methods for floor laying and for fixing ceiling and upper level floor joists.
Stairwells and voids should be protected before floor laying starts, and working from open floor joists is unacceptable for any task. Safe access and exit must be provided where flooring is being laid. Ceiling and upper level floor joists should be fixed from scaffolding on the floor below; ladders may be used only where scaffolds or higher order controls are not reasonably practicable.
