The obligation
The Code restricts use of ladders as a work platform, permitting them only for light, short-duration tasks where other access equipment is not reasonably practicable.
Ladders must not be used as a working platform where other controls (scaffolding, EWPs) are reasonably practicable. Where ladders are used, they must be of the correct type, secured at the top and foot, and the worker must maintain three points of contact. Ladders are not suitable for heavy or two-handed work. PCBUs must instruct workers on correct ladder use.
