The obligation
PCBUs must document and implement safe work procedures for horse-interaction tasks, including environmental controls, PPE, and supervision requirements.
Sections 4.4 and 4.6 require PCBUs to develop written safe work procedures covering approach and handling techniques, equipment use, supervision ratios, facility design (yards, arenas, pathways), and environmental hazard controls. PPE (e.g. approved helmets, boots) must be provided and its use enforced. Procedures must be communicated to all relevant workers, contractors, and volunteers.
