Since 1 October 2022 (WHS Amendment Regulation) PCBUs have borne an explicit statutory duty to manage psychosocial risks. The WHS Regulation 2025 (commenced 22 August 2025) further strengthened this by mandating the hierarchy of controls for psychosocial hazards, consistent with physical hazard management. Controls must be implemented in order: elimination, substitution, isolation, engineering, administrative, PPE.
