The obligation
Designers must prepare and provide a safety report (or equivalent documentation) conveying residual hazards and control measures to clients, principal contractors, and other downstream duty holders.
The Code requires designers to document identified hazards, the design decisions made to control them, and any residual risks that downstream duty holders must manage. This information must be passed to the client and, where relevant, to principal contractors and other PCBUs who will construct, operate, maintain, or demolish the structure. The safety report may be incorporated into drawings, specifications, or a standalone document.
