The obligation
Accredited rail transport operators must develop, implement, and maintain a Safety Management System (SMS) meeting RSNL requirements, reviewed and updated as circumstances change.
The RSNL and the Rail Safety National Law National Regulations 2012 prescribe detailed requirements for an operator's Safety Management System. The SMS must identify hazards, assess and control risks, set performance targets, and include emergency management plans. Operators must review and update the SMS when operations change, after incidents, or on ONRSR direction. ONRSR may audit the SMS and issue improvement or prohibition notices if deficiencies are found.
