The obligation
No person may carry out railway operations in a participating jurisdiction without holding accreditation (or an exemption) granted by ONRSR under the RSNL.
The RSNL requires all rail transport operators to obtain accreditation from ONRSR before commencing railway operations. Accreditation may be granted, varied, suspended, or cancelled. Operators must demonstrate their safety management system meets prescribed standards. Operating without accreditation is an offence carrying substantial penalties. Exemptions may be granted in limited circumstances.
