The obligation
PCBUs holding hazardous chemicals at or above 10% of Schedule 15 threshold quantities face additional obligations, including licensed major hazard facility requirements.
Where chemicals are present at ≥10% of prescribed threshold quantities in WHS Regulations Schedule 15, the PCBU must consult Safe Work Australia's Major Hazard Facility guidance and may be required to obtain a major hazard facility licence from the relevant regulator. The Code provides an early-warning cross-reference but full obligations are in the WHS Regulations Pt 9.1.
