PCBUs must apply a four-step risk management process: identify hazards, assess risks, implement controls using the hierarchy (elimination preferred; then substitution, isolation, engineering, administrative, PPE), and review controls. This applies to all stevedoring activities including crane and lifting operations, vehicle and pedestrian interface, working at heights, and hazardous manual tasks. Safe Work Australia's 2023 Code sets out specific guidance for each activity type.
