The obligation
PCBUs must apply the hierarchy of controls to eliminate or minimise WHS risks so far as is reasonably practicable.
The Code mandates use of the hierarchy of controls: (1) Eliminate the risk; (2) Substitute, isolate, or engineer; (3) Administrative controls; (4) Personal protective equipment. Higher-order controls are preferred. PCBUs must implement the highest-ranked control that is reasonably practicable. Reliance on lower-order controls (e.g. PPE alone) is only acceptable where higher-order measures are not reasonably practicable. Control measures must be maintained and reviewed.
