The obligation
The Code prescribes a hierarchy of controls: elimination first, then enclosure/encapsulation, then safe work practices and PPE for residual risk.
PCBUs must apply the hierarchy of controls when managing ACM. Elimination (removal) is the highest-order control, but where this is not reasonably practicable, the PCBU must enclose or encapsulate the ACM and implement administrative controls and PPE. Undisturbed friable asbestos may require urgent removal. All control decisions must be documented and reviewed regularly. Workers must be trained in the safe work practices applicable to their task.
