The obligation
HVNL provides for accreditation schemes (BFM, AFM, WAHVA, Mass Management) that allow operators to demonstrate compliance and access higher productivity or flexible operating conditions.
The HVNL establishes accreditation schemes including Basic Fatigue Management (BFM), Advanced Fatigue Management (AFM), and Work Health & Vehicle Accreditation (WAHVA). The 2025 Amendment Package transfers responsibility for codes of practice underpinning accreditation from Ministers to the NHVR. Updated Ministerial Guidelines for Heavy Vehicle Accreditation were issued in May 2026. Accredited operators may be eligible for higher mass limits or flexible operating conditions. …
