A risk assessment conducted by a competent person is mandatory before any confined space entry under WHS Regulation cl 66.
The PCBU must ensure a risk assessment is carried out by a competent person for every confined space before entry. The assessment must consider atmospheric hazards, engulfment, mechanical hazards, and rescue feasibility. This is a mandatory requirement — not merely a recommendation — under WHS Regulation cl 66.
